OBJECTIVES

MAC, with nearly 2,000 members throughout Quebec, has the following objectives: ensure the public monitoring of taxation authorities at both levels of government, in order to prevent and expose such unethical practices; loudly proclaim the injustices that have occurred; help the victims take steps to ensure recognition of their rights and redress of the wrongs to which they have been subjected; and, increase public awareness of fiscal inequities. 

It is our opinion that Quebecers, the most heavily burdened taxpayers in all of North America, must be heard. The time has come for the silent majority to emerge from its self-imposed silence and let governments know that they can no longer be taken in or manipulated. It is time to let it be known that we can rally together and we can defend ourselves. 

BACKGROUND

One of the focuses of MAC, also known as the ACAPDP-R&D-an organization founded in 1994-is to provide assistance to the thousands of people who, in the early 1990s, invested in research and development (R & D) projects. Encouraged to do so by their governments, these people invested in good faith, and yet, were ultimately refused the tax breaks they had been promised. Instead, they faced unexpected income tax reassessments, exorbitant interest charges, court proceedings, personal bankruptcies, major upheavals of their personal lives and ruined retirements … 

Acting on behalf of these people whom, a decade later, are still prepared to seek redress but are often rendered helpless by the complexity of the machinery of government, MAC targets the Ministère du Revenu du Québec and the Canada Customs and Revenue Agency, along with the politicians and the public taxation officials who, through their " laissez-faire " attitude, allowed such injustices and abuses of power to occur. Supported in its efforts by the Quebec Ombudsman , who harshly condemned the government authorities in his 1996 report as well as in his Special Report to the Quebec National Assembly in 1997, MAC seeks to help victims obtain compensation.
